Effie is a care taker for both Katniss and Peeta in the hunger games triology. She is basically from the Capitol and live in the capitol itself for most of the year.
4. Gale Hawthorne - Liam Hemsworth
Gale is Katniss Everdeen's best friend. He is also katniss' hunting partner.
5. Finnick Odair - Sam Claflin
Finnick won the 65th Hunger Games at the age of 14. He also survived the 75th Hunger Games which is known as the 3rd Quarter Quell.
6. Johanna Mason - Johanna Mason
She is from District 7. She was Reaped for the 3rd Quarter Quell and also she was the last victor from District 7 at the end of the triology.
7. Haymitch Abernathy - Woody Harrelson
Haymitch is a district 12 tribute and a winner of 50th Hunger games. He mentors the team from District 12 Every at the Hunger Games every year.
8. Gloss - Alan Ritchson
He is a male tribute from district 1. He won consecutive hunger games with his sister.
9. Caesar Flickerman - Stanley Tucci
Caesar is the Television Presenter who is very famous for turning any conversation into positive and change colour of his eyes and lips for every hunger games.
10. Plutarch Heavensbee - Philip Seymour Hoffman
He was the head game maker for the 75th Hunger Games also known as the Quarter Quell. He was a part of the secret group whose intension was to take down the capitol.
11. President Snow - Donald Sutherland
He is the chief leader of Panem. He is depicted as a cruel man. He has kept tight control over all the districts of the country Panem under the capiol.
12. Primrose Everdeen - Willow Shields
She is the younger sister of Katniss Everdeen and is 12 year old. She was reaped as a tribute at the 74th Hunger Games but her sister volunteered instead of her.
13. Cinna - Lenny Kravitz
He was the trusted stylist. He dressed Katniss and Peeta for the chariot showdown and also the interview before the games started. He even designed the outfit for them for their game.
